Already tried that two weeks ago. Sadly that file doesn't exist. For whatever reason, the New Launchertm has decided to partially ignore my userdir.txt and continue to store that file, among others, in the default directory. Let's not pretend anything it chooses to store there it can ACTUALLY access, mind you. It stores my save files there, and I can't load save files in-game (or even SEE them).try deleting /Documents/Paradox Interactive/Stellaris/mods_registry.json and all .mod files in the /Documents/Paradox Interactive/Stellaris/mod/ folder, then reinstalling mods. the mods aren't actually not getting updated FYI, the launcher is just crap.
If you can't get mods to work at all from steam, try making your own mod folder through the launcher and then extract/move the steam mod into the folder the launcher made. You will have to do that every time the mod updates to keep it up to date, though.

If anyone has a home-made solution, I would appreciate it, because it won't let me play if I go offline (which is 80% of the time for me), and I can't play multiplayer due to "wrong version" despite the exact same build ID. Unfortunately, as soon as I posted my issue to the official new launcher thread, we haven't heard anything from the Launcher's lead developer (or spokesperson).

Hell I've tried turning OFF my security systems (not something you should do, it takes ten minutes for a defenseless computer on the internet to be compromised with malware), and it STILL doesn't work. The problem is the "default" directory it's half-using is a CLOUD SERVICE, which must be why it doesn't work when I go offline.I was actually telling the OP to try deleting those files.
If the game is putting your save files to a dir. and you see it in the folder, but dont have access to it in game, that sounds like a folder access/administration issue, I think your problems goes well beyond the game itself for some of those issues.

Some mod files say supported_version="2.5.*" and the launcher still tells me they're incompatible, since it requires game version 2.3 or 2.4 anyway.the mods aren't actually not getting updated FYI, the launcher is just crap.

Interestingly, I have a few small mods for myself and there I put supported_version="2.4.*". And the game tells me those mods are up to date.

Sadly we're not talking the Steam cloud or the Paradox cloud (if that exists), it's a default directory pointing to a cloud service. The cloud service is almost just coincidental; if it wasn't the original default for this system I imagine it would just be on a drive that I could point to and all would be dandy.Hmmm, sounds like a lot of stuff going on, so I am not sure how well I can help you, I know when you save your game there should be a check box for "save to cloud", if you uncheck that, that should make it so your saves no longer go to the cloud, if that is causing issues.

I'm starting to think the solution is a PC nuke and fresh install of Windows 10.

Unfortunately, it sounds like someone would probably need to have access to your PC in order to figure out what is going on with it.
If you haven't already, I would at least try a re-install of the game, first, before doing a fresh windows install.

Although my C drive is full, so a fresh install may STILL be an issue even if I were to try and get the default directory to be a REAL folder on my drives. The D drive isn't built for holding the OS, so I can't really just switch which drive the OS is installed on either.
