Moding provinces

I want to mod some province terains. Im using a city province mod with 276 pictures of different citys. Its simply to many... so I want to change the profile of some provinces.

Can I just change the db file province.csv? l

lets say for

66;PROV66;Westphalen;Germany;Europe;Temperate;Urban;... and some numbers.

Can I just change urban to hills and it wil work?

Just to ask one more question about province modding here, is there some tool around that helps to edit the province.csv file? I know you can use a simple text editor, but with those looong entries it's quite tedious to go through when you want to edit a specific value and it's easy to mess something up by a simple missing or misplaced ';'....

Excel once you get used to the foibles or Open office spreadsheet is better.

Hm...I don't have Excel or OO, but Open Office is free IIRC?
