I recently purchased victoria and revolutions and gradually figured out the game mechanics playing the united states. However I was somewhat troubled by the distribution of province life ratings. After I got my surge of immigrants, nearly all of them ended up in California, New York, Boston and Pennsylvania. The midwest was nearly completely depoluated save from the preexisting high pops in Ohio and Indiana. While I understand the appeal of California, it didn't immediately turn into a gigantic population magnet. Therefore I'm thinking about decreasing the province life ratings in California save for San Francisco and Los Angles and increasing them in the midwest with the following breakdown.
