Is it possible to code a building to require a specific planetary modifier on that planet?

I want to make a mod exploring Tourism, with planet-unique buildings that give a little happiness and energy bonus (and some research in case of museums), and those buildings would be based on modifiers.

For example:
Atmospheric Hallucinogen and Atmospheric Aphrodisiac modifiers would building an Atmospheric Resort, Exceptional and High Quality Minerals allow a Mineralogical Museum,
Lush and Natural Beauty would allow a Great Botanical Garden,
and so on and so forth.
With Guilli's Planet Modifiers mod, there would be even more of these buildings.

So, is this even possible?
