Balkan Fun
Although I know that there are now more pressing events and issues that need to be dealt with, I would like to suggest few events for Balkan region during the WW3, in order to spice up the game for countries there. Just for a next mod update, if there is time and will from somebody to write them and integrate them, since sadly I don't posses any modding skills.
Ok, so, naturally, when WW3 breaks out, a lot of things will happen in this region, on a microscale, compared to the rest of the world. Here are some events that can take place, mostly for Serbia.
1. WW3 Breaks Out and Russains Annexed/Puppeted Bulgraria and Romania
Since Serbia is historically tied with Russia by origin, culture, religion etc., it wouldn't be surprising if Russians offered Serbia alliance once their armies are next to her border. Although Serbia doesn't posses large military, it has strategically placed airport at Belgrade, which can be used by Russians as FOB for their airforce, gaining access to the "soft underbelly" of NATO. Therefore, Serbia can make decision, which would either be to
1. a) Join the alliance with Russia - gaining 20 dissent (as there will always be those who oppose the war, mostly because we had more than enough of it), but also chance to take back some of lost territories (later about that) and:
1. b) Refuse to join the alliance - again gaining 20 dissent (since there will be large percentange of those who would be quite angry at missing opportunity to jump in the ship with Russians), loosing possibility to reclaim lost territories, but staying out of the fighting...which is cool in the real life, but little bit boring for the game
Now, as option, if Serbia enters alliance with the Russians, it could also receive immidiately +1 or 2 to the airbase level in Belgrade, 2 or 4 for flak power there and maybe spawing Russian scenario equivalent of garrison unit in Belgrade, simulating incoming Russian engeneers, anti-aircraft emplacements and personell to defend the region untill more troops arrive from the East.
2. WW3 Breaks Out and NATO Offers Serbia an Alliance
Here's a tricky one, but it may work. Our country is known for politicians who like to sit with one a$$ on two chairs, and turn towards where wind is blowing, as we like to say. Which can be seen in our current politics where government wants to enter EU, still not sure about NATO, but at the same time wants to be best friends with Russia and China. You can all imagine how does it works out nicely. Anyway, in case of WW3, NATO would probably like to secure its underbelly. Serbia now is only shadow of it's former self, but still posseses strategical location, close ties with Russia and military capable at least for harassment at the potential Balkan front. It would be maybe good idea to employ some diplomacy first. In this case, NATO can step foward at the beggining of the war and offer Serbia an aliance. Serbia can:
2. a) Accept the alliance - gaining 50 dissent, and maybe organisational and strenght loss of few brigades, making it not too much useful member, but at least borders are for NATO now secured. The reason for 50 dissent would be that people are strongly against alliance with NATO since we still remember the war with them which was only 16 years before. That, and there wouldn't be too much those who would take arms against Russians, under any scenario. In real life, coup d'etat or even civil insurrection would happen. In best case, massive demonstrations and protests would paralyse country and economy. So therefore, in-game it should be represented with 50 or even 60 dissent. About organisational and strenght loss for some units, well, a lot of soldiers and officers share pro-Russian sentiment, and they would probably rather be deserters, or anti-NATO insurgents, then to turn their guns at the Russians.
2. b) Refuse the alliance - gaining 10 dissent - as there would be those pro-NATO elements in military and government who would try to push their agenda for NATO membership, and would be angry if they fail (since their bosses at NATO would be angry at them for their failure

). This decision opens the stage for the two new events, and those are:
3. Serbia Refuses Our Offer - for NATO (or whoever is represented as main NATO country (USA or GER), where the response could be:
3. a) Leave them alone, but keep a close eye - maybe gaining 1 dissent for failed diplomacy and
3. b) We must secure the Balkan borders with any means necessary - declaration of war towards Serbia, with small dissent penaly (up to 5), since well, who would care in Europe if they are already in war with the Russians. In this case, Serbia may seek immidiately alliance with Russians.
If response under 3. a) happens, then next event could be:
4. Croatia Offers us Assistance - where Croats can step in, and offer NATO help to deal with the Serbian problem. They would step out temporary from the NATO in order to declare war to Serbia, gaining some big bonuses in return, if the operation is successful. So, the response could be:
4. a) Accept the Croatian offer - giving them supplies maybe or military advisor unit
4. b) We don't need another war in Balkans - lowering relations with Croatia for 50 maybe. If NATO representative goes with the 4. a), there can be next event for Croatia:
5. NATO Gave Us Green Light - Next Balkan war, coming right up! Croatians should then try to form the alliance with the Bosnia (the Croat-Muslim part) or go alone into the fight.
a) We attack immidiately - War with Serbia, maybe some dissent penalty as many people there are also tired from wars
b) We need allies - Trying to negotiate alliance with the Bosnia. In which case Bosnia gets the following:
6. Croatia Asks Us For The Alliance - Should Bosnia join the fun? If yes, then:
a) Accept their offer, we go to war - joining the war against the Serbia, and gaining revolts in Republika Srpska provinces (which is the Serbian entity in Bosnia). Now, it can be represented with classical 50+ revolt and millitia units in Republika Srpska provinces, or formation of Republika Srpska, with few irregular brigades, which is immidiately allied with Serbia.
b) We don't want another war - damaged relations with Croatia, but no revolt in the country, or formation of Republika Srpska.
Now, during this small conflict (compared to the WW3), maybe NATO and Russia could supply with manpower and weapons their sides in the conflict, making it more intense and prolonged. To keep the Balkans unstable for some time.
Now, as I said during the Serbian-Russian alliance, Serbs can use opportunity to reclaim some of the provinces, like Kosovo, or to declare war on Bosnia, to gain either Republika Srpska as a puppet or integrated region. Same for Montenegro, if they join the NATO.
Also, while waiting WW3 to happen, Bosnia can be place of a proxy war between Croatia and Serbia, and maybe even NATO-Russia. In 2016, there is talk that a referendum for independence of Republika Srpska will take place. In game, if referendum is successful, then Republika Srpska can be formed, along with few irregular brigades. Then some kind of Donbass scenario can take place - Croatian and Saudia Arabia can donate manpower, weapons and supplies to Croat-Muslim part of Bosnia, while Serbia and Russia help out Republika Srpska forces. If Croat-Muslim part of Bosnia seeks and enters alliance with Croatia, or same happens with Republika Srpska and Serbia, then full-blown Balkan war can happen, where now whole of NATO supplies Croatia-Bosnia, and Russia supplies Serbia (and that is all before WW3, so yeah, proxy war). In any case, everything may happen on the Balkans, and these are just some small ideas in order to enhance gameplay for smaller nations

Hope it helps ;-)
