IC Russia seems too low 147 against 800 for U.S.A and China .....
Which is the file to edit to increase IC Russia?

147 is already possibly too high. GDP of USA is 8 times higher than Russian and 2 times higher than Chinese. Russian GDP is smaller than Brazillian and barely higher than Italian one. Or go to military budgets: USA 682 billion $; China 166 billion and Russia 90 billion.

GDP is the representation of all the produced wealth in a nation, and since the rise of the tertiary sector it doesnt represent much the militaro-industrial power anymore (which is what IC represents). Past the 1970s-80s, GDP should be looked into with precision to find the true industrial and military ouput.

Thats why I also wrote their military budgets :). IC's could easily be based on them with some additional coefficient added to represent consumer goods - if needed. Though, just as well could be 1 to 1 military budgets.

All very interesting, but I believe that the third military power in the world after the U.S.A and China should have more IC. Clearly does not like the U.S.A but at least 300.
Also to make the game more balanced for those players who like me love to play with Russia.

How does Russian IC break the balance? It's not a Cold War scenario. Also, Russia already has one of the largest standing armies in the world, capable of conquering most of nearby countries in a very short time without any build-up whatsoever. So, it's not like they "need" IC to build their "realistic" army - they have the army at the start of the scenario. Also, just like in real life Russia has the potential, also in game, you have the option to increase the IC yourself.
And after all, MDS Russia players have had no difficulties conquering whatever they wanted so far, has something changed and it has become undoable?

Also, MDS focus is on war between big blocs (SCO and NATO plus proxies of both), so Russo-Chinese combination against Western alliance is pretty ballanced setup. Russia operates in Europe, China in Pacific, they nicely cover backs of each other. And Russia itself also gets nice boost by anexation of core areas like Belarus trough the game events. And you can still build industry on your own as well.

Also theres to remember the huge demographic problem that Russia is having. The population is getting older and lowering, lots of places east of the ural is getting less and less populated. It would not be good for the AI to get too much IC either, so they wont use all their mp and then have units that die off for lack of mp..

You're probably right but it completely destroyed gameplay for small countries. I am not really interested in playing for terrorists just because they have the highest IC in the mod.

There's no terrorist nation in the mod. Except the Taliban if you can even count that, but they have no major amount of IC.

If it annex some country via event (Romania, Baltic states, Turkey etc.), their army is gone.
Is it possible to keep their divisions, ships etc.?

You can add "value = 1" to the inherit command. Unfortunately, you have to do this for each event.
