On the contrary I belive there should be events that modeled the new scramble for Africa between China, the United States, and possibly even the EU. This is going on right now, at least according to the BBC which may or may not be entirly accurate. The people of many African nations are suffering from AIDS and many other horrible diseases. If a foregin country builds railroads, increases infrastructure, builds hospitals and schools and provides food and water and fully supports the people of that country in ways their own Govt. simply cannot do, do you think the people of that country would take up arms and force the occupiers out? Perhaps initially and certainly the people happy with their lives beforehand would wiew the occupiers/liberatiors in a hostile way but the majority of people probably care much more about being able to prosper, be healthy and live normal lives than foregin influence in their government.
The "race for africa" that is happening now does not include occupation, but only access to raw materials. This means huge investments in infrastructure and mines etc. Pluss, the high world price of raw materials is benefitting the African continent. It is not exploiting like the colonial empires. Neither would any people desire to be occupied even if they where given everything they need. It is called nationalism, national pride and dignity. That is the reason India declines all economic aid.
