Make a DISTRICT. Click on it to get the district dialog box up. Bottom right is a menu. Should say "Default Style". Select "Modern City Center".
Then zone High-Density Commercial. The new buildings will grow there.

Does anyone have any advice on how to get his DLC working? I just got the game on PC, downloaded the DLC I used most when I played on Xbox, and now this will not load on my game. I go into content manager and it shows up like it should be working. I got rid of all of my weird mods, and the loading screen mod. Still cannot get it to appear in my game. Do I have to have a different DLC that i didn't purchase for PC that I cannot find? I just have the basic game, industries, after dark, mass transit, and I think that's it...

To use the high density commercial buildings in this theme, you must first create a District where you want them to appear. Clicking on the district name will pop up a dialog box for the district. There is a small pull-down menu box that will most likely say "Default Style". Click on that menu and select the "Modern City Center" style. Now any area within that district that is zoned "High-Density Commercial" will grow buildings from the "Modern City Center" theme.

If it does not appear in the District Infobox menu, check to ensure that it is shown as owned in the lower box at left of the main menu.

If it doesn't, check in Steam for it.
If it does, click on CONTENT MANAGER from the main menu and select STYLES and ensure that "Modern City Center" is enabled.

I'm not really clear on what that means.

Are you saying it is present in the Content Manager/Styles and enabled, and in the District Infobox, and you selected it there, and you zoned High Density Commercial, and they did not appear?

Are you using mods? (I'm not sure if any could interfere with this or not.)
Try starting the game with no mods.
