Moderating the CORE subforum

After a bit of back-and-forth with Castellon, I have procured the following:

• Only full-fledged moderators may moderate - no getting back Tegetthoffs rights.
• Any mod subforum is supposed to have a "sponsor" moderator - ours apparently had not.
• Our new sponsor moderator is Chromos, to whom the glorious task of pinning and unpinning the release thread will fall from now on.

I am sure that Chromos will be thrilled by the great intellectual challenge this position provides, but considering that he did apparently volunteer for it, let us bid him a grateful welcome.
