Firstly I want to say that I don't plan to become member of any party since I'm very a-politics.

Now on the subject of modernizating our Navy.
It all depends on how much money the politicians want to spend on the Navy/Military. Without money you can't modernise anything. If we would get some decent money we should:

A: profesionalise the Navy, the whole Military by the way. I used to be a supporter of conscription but Operation Viking Raid changed my mind. Without professionalisation modernising the Navy/Military would be a waste since conscripts don't have the time to be trained with modern equipement.

B: We should build brand new ships, equipe them with American systems since we could get a discount for having a Nato/US base.
We could also buy a carrier from the US as proposed by captain Peo (Kitty Hawk class) since building a carrier hasn't been done by any EUtopian Warf and isn't cheap.

Note that it can take several years before this 'plan' is finished. Certainly A.

I am trying to get the members of the ESRP to agree with my stance that a three way alliance between my party; the RD and the MP is the best way to go for all of us.

I know some members of the MP have misgivings about us; much as some members in the ESRP have misgivings about you. I wish to dispell any notions, as I've done repeatedly in the past; that the ESRP is in anyway tied to revolutionary or anti-Democratic movements.

I think we can agree on most issues, and that fighting a right-wing alliance is the most important thing we can do together. In such an alliance, the ESRP is willing to support any presidential candidate you or the RD come up with. We can discuss division of executive roles at a later date.

Thank you for your letter. It is a most interesting proposal you offer and one I will take back to our caucus for discussion.

I think you will find that past enemities will be put aside as we face the threat of monarchist rule, and that, either as coalition allies or as friendly competitors, we'll be able to work together to find common ground.

For the record, I should clarify that we are more concerned about the erosion of our democratic republic than the growth of the "right-wing", as some on the left have even characterized our centrist party as "right-wing". But the ESRP's credentials on the monarchy issue are sound and appreciated - let's focus on what we can agree on.

Dear sirs,

The following is proposal by Air Force Lt. Daniel Hartwell. I would appreciate your thoughts.

1) Formation of Counter Revolutionary Operations Group,
consiting of 4 officers (human players) and 20-30 soldiers.

2) Adequate funding for sophisticated inteligence gathering equipment and high tech arms as used by most counter terrorism units.

3) CROG to be charged with finding and bringing to justice members of the revolution and other terrorists in Eutopia.

4) Wide powers including; right to plant bugs on persons, to tap phones, to run surveillance on suspicious persons, to arrest persons suspected of terrorist activities or suspected of being involved in the planning of such activities or being involved with persons involved in terrorist activities. The power to arrest and hold persons without laying charges for up to 24 hours.

5) To be independant of other military units and would liase with police forces, be under overall command of the President and responsible to the parliament.

6) (OOC all actions from point 4 to be approved by gm in every case before being implemented.)

I would be willing to run this unit but if other military officers are interested or better qualified that would be fine to.

I feel that this drastic measure is needed to maintain law and order in Eutopia and to protect the security of the citizens. I would appreciate any questions, suggestions or comments.


Please allow me to share my thoughts. We may need to add a just cause clause to point 3 in order to pass it through parliament with all of the leftists. I for one would like to lump this together with a larger military reform that would create a special forces branch of our military. Operations in Afganastan and Iraq have shown just how valuable a highly trained and well equiped commando style units can be.

Also this organization could be slightly retooled to fit into the previously mentioned CIA-FBI style agency. Or should we have a military and a police arm combating terrorism together? No matter what, I think we desperately need to create some sort of special forces and some sort of anti-terrorist agency that can do both prevention and hunting down the perpetrators after the fact.

Proposal for EUtopian Special Anti Terrorist Unit (ESATU) Bill

1. Hereby the Eutopian Special Anti Terrorist Unit(ESATU) is created.
2. The purpose of the ESATU is to protect the Nation of Eutopia against any terrorist activities.
3. The ESATU is directly under the Join chief of Staffs, the Minister of Defence and International Affairs (MDIA) and the President of the Nation of EUtopia.
4. The ESATU will be composed out of soldiers from: the Marines, the Mountain Rangers and the Airbornes.
5. If deployed in the Nation of EUtopia soldiers of the ESATU will have the same rights as the police.
6. Soldiers of the ESATU can only be ordered by a superior officer in the EUtopian Military if the communications with officers of the ESATU and the Joint Staff is broken.
7. The ESATU will officially be a part of the EUtopian Army but the members of the ESATU will hold their rank in their old branches.
8. If asked for the names and other information of the members of the ESATU can be held secret to protect the members of the ESATU.
9. To protect the members of the ESATU they have the right to have their side-arm present in the homes.
10. To protect the members of the ESATU they have the right not to make theirselves known in any way and have the right to turn down the order of to be heard by the parlement, government or any court unless their names are kept secret.

It sounds as though the Tulp-Hartwell proposals can be combined to form an effective counter-terrorism plan.

It may be that consideration of such a proposal will be delayed until the next session of the parliament, but addressing our counter-terrorism capabilites needs to be a legislative priority for the next administration....

...hopefully a Moderate Party administration in which all of you are welcome as partners.

I would agree with holding off on the Hartwell-Tulp plan. I think broader reforms can be introduced to the military in addition to an effective counter terrorist unit.

I will be shortly presenting a revised version of my anti-terror bill. I believe this issue can be addressed before the current term runs out.

About my comments on modernizing the Navy. It might be wise to leave the part about the new carrier out. I've heard that the USS COnstellation will be scrapped. That might be a good choice. It would be better if in talks with the US there will be reffered to a new carrier, so no name
