It's just that there isn't much left to do right now, and we can't have more people working on those areas that isn't done. Plus, the team'll have to discuss a little before release. Problem is that Lunar is away and Packman is busy with some private stuff.

1 manpower represents 1000 troops. Divisions will cost around 15 manpower points whereas planes and ships will cost less.
