Moddir in Victoria

I tried to activate the moddir in the same way as in EU2, it didn't work...

How do I activate the moddir function in Victoria? Or isn't it implemented yet? If so will it be in 1.02?

If it still works as in EU2, I might've found a mistake I did...
WinXP refuses to put " around the target, and moddirs need to be added after the last ", but if there's no ":s at all?

Now, I've made everything that one should do (the same way as in EU2, with "), but still nothing...
Is there a moddir function active at all?!
