Just a quick question: In the misc.txt file one can change the IC & MP cost of upgrading units on a global basis as well as the time required. I found a similar line in the individual unit files but all units seem to be set to the same value. Can I change this without breaking anything? For instance, if I change the time/cost factors for INF and ARM can I make ARM take longer to upgrade and cost more relative to INF? Its always bothered me that units comprised primarily of vehicles are so quick and cheap to upgrade to the next tech level. Also, does anyone see potential game balance problems with making upgrades take longer/cost more? If I make INF cheap to upgrade will that ensure the USSR is still competitive against GER? Thoughts? Suggestions?

Question for anyone that understands the formula for upgrading units: Do the modifiers in misc.txt and the unit files change upgrade costs based on the original cost of a unit in IC/MP/Time? For instance if all modifiers were "1" would it then cost the same amount of IC/MP/Time to upgrade a unit as it would to produce the unit at that tech level in the first place. I understand this isn't a very exciting topic but some info would be helpful. Thanks.

AFAIK the cost and time modifier are for the unit's own datas about it. E.G. unit that costs 20 IC for 200 days with 0.5 modifier would take 10 IC and 100 days to upgrade, but practically speaking taking into account hawk lobby, free market and standing army sliders it could be only 7 IC for 60 days (just to pull off some random numbers).

I am not sure what happens if you modify the unit file's modifier files, but you could always do little experiments on the '36 GC as certain nations to see does it influence something or not. Problem with Soviet Union is the central planning and typically full drafted army: it makes unit upgrade times quite long, while any nation with free market will have alot faster. Full free market + standing army and it may take only few weeks before units have upgraded, even free market + drafted army can be pretty damm fast, to the point that even with the central planning's major IC bonus free market's buildtime reductions and especially upgrade time reductions are on the verge of being highly unbalanced (even though theoretically speaking somewhat realistic regarding few things).

It works at least for unit cost, but it's good to know that the system uses the upgrade cost value of the unit model that a given unit is upgrading to. It's very easy to test:

1. Load the game as Soviets in 1936
2. Write the total required IC for upgrades on paper
3. Quit the game and change the "upgrade_cost_factor" value of "Great War Infantry Division" from 1.0 to 2.0 in infantry.txt [be sure to save!]
4. Load the game as Soviets and compare the new and old values - there should be no difference.
5. Repeat steps 3 and 4, but this time change the corresponding value of "Early Infantry Division". Change in upgrade cost should be very evident.
