Is it possible to give the County of Rome to a noble? It seems like no matter what I do, anyone who has the County at the start of the game is made into a Bishop with the Bishopric of Rome automatically given to him and made his capital. Is there a way around this?

you modified c_rome file right ?
copy it and rename it after the name of a castle barony of the county of Rome. b_tusculum.txt would be good. Remove b_rome.txt
the capital should switch to the castle of Tusculum now, and your character will so be a count.

That is not really needed, just modify the province-file of Rome (333 Roma) like this (make b_tusculum the first listed settlement).

That only happens, because b_rome has the same rulers as the liege of Rome (k_papal_state). So what you need to do when making Tusculum the capital is replace the rulers of c_roma and replace them with b_tusculum


That way, b_roma is still owned by the Pope, while c_roma is held by a count. :)

If you want to keep the pesky pope as your vassal, that is the way to do it of course. (who would want that lol ?)
It would quite fun to see the barony-pope rebelling with his mercenaries !
