While working on a recent mod project, we wanted to make some changes to how army professionalism is gained and lost, not to mention the scaling of it.

We'd like to change for example how much AP you pay for recruiting mercenaries (and it would be great to have this in a modifier that can be used in events, national ideas etc, but at least a define value that can be modified would be a good start)

On the more invasive end, we would have loved to change the scaling of AP to be more like a "karma"-bar like Mysticism is.
Here's a little pitch one of our modders had in mind, with the center being a resting point, extreme left being merc oriented military and extreme right being professional standing army (mostly as in vanilla). With the "Slacken" interaction only available above the center point, and perhaps an opposing ("merc oriented") interaction that would move the bar upwards to neutral.

One idea was to make every nation start out at 50 AP, and just buff the 0 AP bonuses that inversely scale from 50 and down. But with the current iteration of the game, we'd either need to get rid of "Slacken" to make that work, or we'd just be feeding all the majors at start 100s of thousands of free manpower. You can see the issue.

The only things you can really affect atm, is the cost to slacken, and the rate at which you gain AP, as well as the "low" and scaling modifiers.

So summed up, we'd like to be able to affect
- Cost of AP for hiring mercs (either a define, or more ideally a "Army_prof_impact_from_slacken_modifier" (jeez! feel free to think of a better name)
- Adding actions that cost/give AP
- Modifying the "scale" of AP or setting caps on actions like slacken, in order to accommodate changes like in the example above

This is kinda off topic, but would you be doing a similar thing to navies? Like, far left you raid coasts, while far right is a professional navy or something?
