Modding-related: allow addition, rather than replacement, of on_action events

I'm writing a mod that - for now - consists only of a rewritten Burgundian Inheritance. As part of this, I want to attach two of my new events to the on_new_monarch on_action, and another to on_startup.

Unfortunately, it appears to be the case that to do this, I have to carry a complete copy of the on_action entries in question (no chore in the case of on_startup, since the default one is empty, but there's quite a bit of stuff in on_new_monarch).

It would be really nice if we had some mechanism to add individual events to a particular on_action without having to replace that on_action's event list completely.
