Guys, I've seen some mods that make these reforms easier to pass, but I've not encountered a mod that changes the proportion of inmates who are interested in particular programs. I've checked the "reform_programs.txt" file, but couldn't find a variable related to this. People say that, low supression increases that chance. Maybe I need to change something inside other files related to it.

All in all, is it possible to modify these values? Maybe I am missing something.
