It doesn't have more than 1 spouse. The code didn't work as when I forced the event it said it wasn't in existence.

I do have WoL installed and active. In the save, I'm using my realm is filled with cheating husbands and wives. Two of the cheaters are counts and their wives. One count's wife had three lovers and was shared between three brothers. The event didn't fire at all.

Is there any way to to make event LoR.20 (the one that reforms rome, in roman_events.txt) applicable so it works with any empire not just e_byzantium (the requirements are in the decision part of the reformation of course)?

So... is it possible to mod the Eu4 converter? I would assume so, but so far all of my attempts have ended in a runtime error. Even just unzipping the file, changing one variable in defines.lua, and then re-zipping the file causes it to crash. Am I going about this all wrong, or?

Is there any way to to make event LoR.20 (the one that reforms rome, in roman_events.txt) applicable so it works with any empire not just e_byzantium (the requirements are in the decision part of the reformation of course)?

I think it would be doable, though it is probably easier to just create a decision and an event for each empire title to avoid silliness like e_byzantium getting destroyed if e_whatever becomes Rome. The advantage of doing that would be that you could give them all different conditions so that a western restoration can focus on that instead of taking most of the east before becoming Rome, while the disadvantage would be that custom empires would be unable to become Rome.

It would probably be doable by checking for an emperor-tier title in the decision and changing the event so that it copies the de jure area of the primary, destroys it, and then fires a follow-up event that makes e_roman_empire the new primary if you are holding multiple empires.
