It's set to is_triggered_only, so it'll only trigger if it's specifically told to (usually in a on action, decision, or another event). You might want to add a line in the creation of Israel event that triggers this event.

I would add the line character_event = { id = EI.01 days = 1 } somewhere in the Creation of Israel event (probably in the immediate section). That way, once that triggers after you form Israel, that also triggers your custom event that assigns the trait.

Small question:

Each building has upgrade tiers. Most of the upgrade tiers have a unique description that appears if you hover your mouse over the upgrade symbol. However, some buildings only have one description for all upgrade tiers.

Where are the actual descriptions stored? Can more be added or is that stuff hard coded?

I added the line like you said and this is what ends up happening.

The notification is wrong and doesn't match what the graphics state.

I did everything you said and it's still not firing. If I try to fire it manually I get an error saying that event couldn't be found. 'm getting frustrated with this. LOL
