I haven't seen any issues with laws in history in LI, but haven't really dug into things to make sure all laws in history are working.
I know that history/provinces has an issue with not reading the last line in the file (so you have to make sure last line is a comment, an empty line, or a closing bracket that can safely be ignored), that may also possibly affect history/titles.

How can I deactivate de jure claim CB on certain title/settlement? In NMIH, the Shogun (e_japan) is set as de jure liege of the Emperor (e_tenno) who has own barony. Thus, the Shogun always declares war on the Emperor and steals the Imperial Palace. I would stop this disloyal actionso I have tried to change CBs, but I am not good at modding that file.
