It's either because of a corrupted gfx\interface\modifier_icons.<tga|dds> file, or the wrong frame count in spriteType GFX_modifier_icons. Which is listed in interface\province.gfx instead of anything character-related, for some reason.Graphical bugs has never been my strong side, does anyone have an idea of what the cause of this could be?

(Quick tip, so you don't have to count those manually: divide the image width of the icon strip by 28 to get the frame count.)
