So, there is nothing I can do? I really don't want Indian titles to be in my game.

They don't have to be in the game. They just need to be defined, even it's with an "always = no" and they're never used. At least that was true for k_mauretania, and defining it somewhere again fixed the issue.

Thankyou, it was driving me crazy for weeks! I just disabled the three empires and deleted the mercs and its working perfectly.

EDIT: Nevermind, it wont do anything unless I disable every single county.

Yes it applies to IA too. You can call an on_action event linked to on_birth command to accomplish this, probably better if the event itself is hidden.

Now I have a question how the "ai_chance" works?

This is the event in which I'm trying to make a reasonable choiche to IA:

Code:
# The Conference of Peace invitation to the conference
character_event = {
    id = EoG.6
    desc = EVTDESCEoG.6
    picture = GFX_evt_throne_room

    is_triggered_only = yes

    # The Holy Roman Emperor is forced to join the Conference
    option = {
        name = "EVTOPTAEoG.6"

        trigger = {
            has_landed_title = e_hre
        }

        set_character_flag = joins_the_conference_of_peace

        # Send an event back to the caller to make him known of our partecipation
        FROM = { character_event = { id = EoG.7 days = 3} }
    }

    # The Pope is forced to join the Conference
    option = {
        name = "EVTOPTBEoG.6"

        trigger = {
            has_landed_title = k_papal_state
        }

        set_character_flag = joins_the_conference_of_peace

        # Send an event back to the caller to make him known of our partecipation
        FROM = { character_event = { id = EoG.7 days = 3} }
    }

    }
}

Why the character in the picture decides to NOT participate then?

He has a 50 possibility to say "yes" that is multiplied by 3 because is rank is more than Duke (he is King indeed) so we are at 150 and he has high diplomacy (14 is more that 12) and in any case has traits that should make him go in the same condition so we have another 1.25 and we get 187.5! He has 50 possibility to say "no" and a negative trait (slothful) that give him 2 multiplier so he has 100 but 100 is lower that 187.5 so why he takes the second option? There is some random seed that is multiplied for 50 before? If so what is the utility of "ai_chance" if it is random in any cases?

AI chance is the weighting they'll give to it. For your case the weighting they give to the first option would be 187.5 and 100 for the second, which (assuming it works normally) would mean it has a 65% chance of choosing the first option and 35% chance of choosing the second. If you want to outright bar the AI from using an option you have to do modifier = 0.

OK so why with a 65% chance he chooses the second option? He should not forced to choose the first one? It is this I don't understand...

I see now that the CK2 wiki says "the chosen option is picked via a weighted random" if it is so the "random" behavior I'm seeing is correct and I'll accept this but if it is not so...

He has a 65% chance of choosing the first option, and a 35% chance of choosing the second. So that means that about 2/3 of the time he'll choose the first one and 1/3 the second one. This is weighted random behaviour.

"Weighted" does not mean the AI picks whichever option has the highest weighting. It just increases the chance of choosing that option. So if the event was run 100 separate times, the AI would pick that first option 65 times...but it would still pick the second 35 of those times. If you want the AI to be forced to pick one or the other always, then everything that should disqualify them from an option should be made a factor of 0.

I'm trying to create a varangian guard-esque mercenary company, but I can't figure out how to make the title inactive until creation.
In other words, I start up a new game, and the company's title has already been created, and so, the decision I created to form the company does nothing, since it already exists.
I've set up the decision to create it, the event of creating it, and the title. I just can't figure out how to set the status of the title.
Does anyone know how to do this?

OK so why with a 65% chance he chooses the second option? He should not forced to choose the first one? It is this I don't understand...

I see now that the CK2 wiki says "the chosen option is picked via a weighted random" if it is so the "random" behavior I'm seeing is correct and I'll accept this but if it is not so...
Yes, it's a random factor, which is why it's called ai_chance. Chance means random.
