Modding Question: Country Color

Hey all, I was wondering what the format is for the country color in HOI4. For other paradox games, I've always used RGB numbers and it's worked fine, but it seems wonky for HOI4. Instead of doing the color I put in, it seems to be much more random. Is it some other format, or is there something else I'm doing wrong?

Hey man i recently had the same problem when modding myself to fix you need to find the colors.txt file in countries and follow the format in there, using RGB is the way they do it. OH hell here.......

Wow, thanks! I'd have never found that colors file - who'd have thought that the colors in the countries' history were useless?

2 questions:

1. Where's that folder? your screenshot doesn't have the full directory
   
2. Is the border color independent of the body color?
