Modding problem (events)

Hi. I was triying to create an simple event in Argentina (only a text and one option with no modifications) but i can't do that. If anyone can send me a template with details for what i need to do i will apreciate it.

Oh, and sorry for my bad english, i'm from Argentina so my english is not good :s
