Is it possible to mod pop growth such that it's affected by habitability? This seems like it would be an elegant fix to the current dominant strategy of "colonize every planet, regardless of habitability", and seems like it would be fairly easy to mod, but I can't find any mods that do this. And apart from trying to multiply the base_pop_growth value in the 00_defines.txt by a few seemingly relevant variables (this approach doesn't seem to work at all), I'm not sure what else to try.

Anyone know how one might go about doing this, because as it stands, habitability penalties just seem way too easy to ignore.
