modding pisa to be merchant republic in 769 start help

Can someone who knows how to turn Pisa into merchant republic tell me how to do this? I have made the baronies and dynasties for all the patrician families as well as granted the count of piombino both the county and ducky of pisa. I cannot seem to find out what else is missing for me to do after game starts as a different player the duchy turns into a merchant republic. it even says the government is a merchant republic when choosing but wont allow me to play as it. Any ideas on what I am missing>

Is the doge himself set up to be a patrician? It's possible to have non-patrician doges in historical setup which would make them unplayble but otherwise look completely normal.

I'm not sure where I would look to determine that I was looking at the characters of doges of Venice and they looked the same as the one I was trying to make so any suggestion of where I should look for this?
