How do you change how much IC a nation get from wartime? Frex, the USSR shoots up once it goes to war; if I wanted to reduce this, how could I?

Nope. The USSR does not suffer from a Peacetime IC penalty.
IIRC the only countries with Peacetime IC penalties are:
USA -75% (Can go up to 90% if all 4 Gearing Up For War events fire)
UK/France -50% (Goes up 10% for each of the German Belli events (Rhineland, Anschluss, Sudetenland, End of Czechoslovakia, M-R Pact)
Germany -10% (Goes up 10% with Rhineland Event)
The Penalty goes away if you war at war and comes back if you are at peace.
