Hi everyone, I've been playing Victoria on and off since 2001 and the only thing that's always really bugged me is immigration. Things like people only immigrating to one state or not immigrating to Asia even if I have a great democracy there with tons of valuable commodities. Does anyone know where the file is to mod immigration? I've looked everywhere for it and I have no idea. I'm working on making the Modern Day Scenario mod as accurate as possible (which I would love help on) and I would love to change migration so all groups will emigrate/immigrate and not just the select few that originally do.
