i need to know how to modify germanys ic. i tried to find it in the 1936 .inc file, but it was not there.

look into the INC file of germany to find the provenice number the go to the provenice.csv file and go down to the corrosponding number
there is a more easier way open the germany.inc and add this line to the beginning:
province = { id = xxxx ic = y } it will add y IC in the xxxx province.
province = { id = xxxx ic = y } it will add y IC in the xxxx province.

you can't, 5 is the maxiimum you can get. The first you get for nothing, the second comes at 20IC, the third at 40, the fourth at 60 and the fifth at 80IC (please note, these are base IC's not modified.
