Ages ago, I threw together a mini mod for myself so that I could give my heirs modern courtesy titles (Prince of Wales/Asturias/Orange, Duke of Brabant, Dauphin, etc) using the honorary titles feature, rather than giving them a county/dukedom as an infant and losing any control over them. I've always been able to award these titles to my eldest son (or daughter when I use Princess of Asturias) but ever since Reaper's Due, I've been unable to award any of these titles to my children until they turn 16.

This is what I have for one of these titles (they're all pretty much identical, with just minor changes based on whatever cultural the title goes to)

title_prince_of_asturias = {
dignity = 10
grant_limit = 1
opinion_effect = 10
show_as_title = no
realm_in_name = no

monthly_prestige = 0.5
monthly_salary = 0.2

allowed_to_hold = {
is_female = no
is_primary_heir = yes
}

allowed_to_grant = {
is_feudal = yes
has_landed_title = k_castille
}

gain_effect = {
}
lose_effect = {
}

message = yes
}

Is there something I can add to this to allow my underage children to once again receive their courtesy titles? I notice that when I click to give this title to my newborn heir, it shows that there is an available character to hold the title, and my newborn son appears in the character selection screen, but when I click on him, the title isn't awarded.
