I'm playing CK2 for some time now and I stucked my nose into modding too. Not so long ago I was "experimenting" and tried to "disable" a county temporary or permanently but with no awail. My whole idea was setting the county off and then switch it on through time by events and/or decisions...

Henceforth my suggestion:
A command to set county "availability" via events or decisions.

"county_availability = 0" (default / not set) default ingame behaviour

"county_availability = 1" county can no longer have baronies and be owned, but can be colored, similar to deserts or such

"county_availability = 2" no baronies, no owner, "colored" and INPASSABLE
