According to the information sticky thread, modding will be expanded in Europa Universalis IV:

ON MODDING

Modding in general
-The game will be very moddable (Announcement)
-The modding language is based on EU3, but expanded, more constant and more flexible (Captain Gars)

Adding stuff
-Adding many provinces and tags to the game will always cause lag (Johan)
-The game will be optimised for how many tags they need, expecting about a 10-20% increase in tags. (Johan)

Map Mods
-The map will be very moddable (Besuchov)
-The game will not be compatible with old (EU3) map mods due to a few changes made.

As such, the question that I want to ask to the devs is: how and to what degree has modding been expanded?

One thing Captain Gars has mentioned in the EU3 forum is that the parameters accepted by effects and triggers are more standardized (THIS, FROM, owner, previous_owner, emperor, etc.) instead of some being valid for only one or a small number of effects.

This is as good a place to ask as any: is there any chance for a "spare on inherit" tag for buildings? EU3 has "spare on core" and "destroy on conquest". I know our rulers are awesome, but when inheriting/diplo-annexing, I don't think there should necessarily be a massive earthquake that levels everything besides forts. ;) Sparing everything may be a bit too powerful, I know, so it wouldn't have to be the default. But just to have it for an option. Maybe just for PUs.

Another possibility would be to identify when cores would appear after an annexation (e.g. PU within HRE or culture group, annex vassal mission, etc.) and either give the cores immediately before the annexation or otherwise tag those provinces so they don't lose buildings.
