So if one were to mod the reforms to say, add military mobilization numbers, would the ai recognize this change and adapt it's behavior accordingly, or would I need to modify the AI files as well?

The AI wouldn't recognise it, more than likely, and I'm not sure it would be possible to check it out, because AI behaviour in regards to reforms is hardcoded, as far as I know.
