Modding AI for a SINGLE campaign

I'm trying to figure out how to keep Canada from constantly joining the Allies in my scenario I'm making.

I've already changed the scenario file to not have Canada in the Allies at first, but within a week Canada joins the Allies.

This should be a quick answer. So can I have an answer. Even if it isn't quick. Thanks.

Italy not join Germany until later

To prevent Germany and Italy from doing a gang-bang on the 3rd world I created this event.
