Modding: adding prisoners (pow)

Hi all.
Sorry, I didn't find mod subforum, so will ask here.
I want to add prisoners as a resource, but not standard (as steel or oil, coz I don't want to allow people tradings ), but like manpower. Is it possible? Or I can add only resources like oil and steal? Is this case, how I can forbid trading with this resource?
