Modded Scenario is not launching

I am trying to create a modded battle scenario and when I load up the scenario the game crashes a quarter of the way loading, I've re-checked the eug and inc files and cant find anything that would cause this.

Check savedebug.txt for ERROR lines.
If there are none, you could enable detailed errors check and report from settings.cfg and try again:

I'm getting errors like this for every province even though I have the correct provinces assigned to the .inc files.

"ERROR : Province #2151 [Dutch Harbor] has no controller defined!
ERROR : Province #2151 [Dutch Harbor] has no owner defined!
ERROR : Province #2174 [Attu Island] has no controller defined!
ERROR : Province #2174 [Attu Island] has no owner defined!"

Make sure the INC files where these provinces are assigned to countries are actually used by the scenario.

If these provinces are not supposed to be used by the scenario, then they should be excluded. Check how that's done in other battle scenarios.

I've rechecked everything and its still not working, I'm already using another battlescenario file as a template.
