True Ascension Perks

- What this mod does:
All megastructures are now unlocked through rare end game technologies. However, access to these technologies can also be granted by specific ascension perks. The goal is to make some of the lackluster perks more attractive, get rid of the megastructure gating Galactic Wonders poses, and allow all Empires access to megastructures regardless of what perks they pick. If you do not have Utopia and Megacorp, only the megastructures you have access to will be available (if you have neither this mod is pointless). Additionally, Galactic Wonders now provides a substantial boost to the research speed of megastructures instead.

This mod is somewhat a 'proof-of-concept'. It's fully functional, but it may feel "imbalanced" to some. To create a megastructure the associated technology still must be researched: the perks themselves do not allow building. Given the technologies and structures are already quite expensive, it's very early game prohibitive unless you dedicate yourself entirely to construction. Therfore I see little reason for additional gating. These perks will simply guarantee you access to specific megastructure technologies, and any Empire may come across these techs rarely through normal research. The goal is to make picking perks more dynamic and interesting. If you have any feedback, feel free to provide it: I generally tune things for enjoyment, not competiveness, so I welcome your comments.

All perks still provide the same bonuses they did before, additionally eight of them now also give you access to the rare technology for an associated megastructure:

I feel like having the benefits of ascension be achievable through ordinary tech devalues them. There's a reason why a number of existing ascension perks that do things like add +5 to the starbase limit or +30 to your administrative capacity are rather dull, and that's because they don't add anything unique or special. Each ascension perk should represent a meaningful and decisive choice that will have an impact on how you play.

@Granty - That's precisely the issue: most ascension perks are just traits and edicts. Technological Ascendancy is just another Curator Insight. Imperial Prerogative is a slightly more Efficient Bureaucracy. Sure they stack, but something like Xeno-Compatibility or even Nihilistic Acquisition actually changes the way you are able to play. They unlock new options: those are "true" ascension perks. Galactic Wonders is impressive, but it's also something every player intrinsically wants or feels they should have, but more importantly it gates off 8 gameplay-defining options.

By changing them into rare technologies (the weighting is 0.1, and they are tier 5), the player is no longer bound to ascension perks for all megastructures. However, 8 highly expensive and very rare techs isn't exactly handing them out, or reliable, either. Megastructures will likely be less rare overall, but each Empire will be defined by the few they can build rather than one or two empires who have a monopoly on them. The ability to come across them naturally, even if rare, liberates you from having to pick megastructures. And given almost all perks now unlock some kind of Empire-defining power, there are far fewer dull picks. Additionally, Master Builders already sets a precedent for ascensions as technologies, and this change only makes it more widely appealing as you can repair broken ones, but more cultures can benefit from mega-engineering.

And lastly, I'm want to edit Void Born in the same way so that habitats are a rare tech as well (it will be cheaper and less rare, than the other megastructures) which means I need to come up with a bonus that perk can provide. If anyone has suggestions, I'm all ears.

The foundation of the mod is pretty much finished now. Barring any tweaks to existing perks, or any oversights on my part, this should be in a good place now for purposes of evaluation and testing. Assuming I didn't screw anything up I'd consider it good to go.
