Okay, I noticed some people asking for this and wanted to see what I could do. So here it is.
Every duke can create a titular kingdom, and every king can create a titular empire. this is not easy of course, a duke needs 500 prestige 400 gold and 400 piety and be independent to be able to do it. When they do create their kingdom they lose the 400 gold (bribes,and gaining support of neighbors and vassals) 200 piety (the pope consented to giving you the title due to your contributions to the church (remember that money) and due to your pious nature, but now he's watching you close to make sure he didnt back a loser) and you obviously gain 200 prestige
these decisions will be viewable for any independent lord who is at least 16 and not in prison, or incapable.
for he kings creating empires its just scaled up a bit. Prestige 1500, gold 600 piety 800. +500 prestige, -400 piety, -600 gold.
i also plan to create a modifier that makes others who hold a title of the level that you have created dislike you (overstepping your bounds and taking away their authority.) and i was thinking about making it so that when you get a landed title of that level the titular one will disappear.
