You seem quite learned! Where did you got that White river is under Redcliffe? I cannot find a source on it's location.
Some bits of the lore are sadly non-representable. The king must have the county of Denerim for it to be the capital of the kingdom (The Arl of Denerim can however have other baronies in the county of Denerim and the corresponding arling/duchy. Also, free-holders owing alliegance to no bann means barons directly under the king, which would be...overpowered but interesting as a mechanic, if the king can rely directly in the vassal levies of direct barons/freeholders in exchange of having a poor demesne.
As for the political map of Thedas outside of Ferelden and Orlais, I would not be so optimistic. We know some dukes and the king of Nevarra, the King of antiva and a couple of merchant princes, the King of Anderfels, some magisters (we can give them duchies but they are not said to rule lands necessarily).
As for any date outside 9:41 being tenuous, I'd disagree: there is no reason, when not stated in the lore, to suppose that there has been major changes in the political setup, so the 9:30-9:40 political landscape can be ported doing the lore changes.
(And regarding ferelden, we have barely 50% of the provinces with canon names, if my calculation are right, let alone baronies/free holds), but then again,that's no real problem, I'd say
For White river it is mostly guess work; every river except for the one running by Dragon's peak to brecilian is accounted for (which btw makes no physical sense as it pours into nowhere), and also considering Bann Reginalda's strong relationship with Sighard, also considering the defeat the rebels suffered there and their subsequent escape, it is most likely this bannorn is south of the Imp hwy east of Lothering. due to its geography it is most likely under pressure from denerim and occasional;y aligned with gwaren. After the collapse of the two magnates of the West (Howe and Loghain) its loyalty is anyone's guess, so maybe claiming it to be redcliffe aligned is unjustfied.
I suggest splitting Denerim into Fort Drakon, North denerim (alienage+market) and south denerim. The alienage could have became an Arling in its own right if warden was city elf, while most of the port facility is south of Drakon river. This way the King could hold Drakon (which should have the Imperium tower as a unique buildings in it, like the circle tower) which would have no port access and few slots, South denerim would be more developed and most importantly, it hold the great stone on which andraste was born. (holy site) the northern part is decidedly poorer but both should be held by Howe (mostly likely it reverted to the crown post blight), with alienage unrest/independence as a mechanic.
The reason i think 9:41 being the only viable date is because the temple of sacred ashes, Skyhold, haven, and many other locations has undergone drastic transformations during it. I dont even think there is a way to first discover then completely destory a province (the premier holy site at that) in ck2, and the inquisition is far more than a holy order, since lorewise it shouldnt be hireable by any landed character, has its own initiatives, and becomes inordinately powerful by the end of 9:42. If we are to simply look at the lore implication of some of the war table operations (denerim fireship, kirkwall cahin, Levelan chain, Josephine etc etc), we are looking at a organization whose power far eclipse any landed kingdoms and who hold strategic citadels all across Thedas, with boundless coffers and commands loyalty/blackmail material on noble houses of every nation, led by a leader of unparalleled prestige, all the while playing the role of kingmaker in Orlais, straightup owning half of the marches, and installing a loyal candidate on the papacy.
If this isnt some sort of new world order illuminati then i dont know what is. Simulating the phenomenal rise of the inquisition and the equally speedy fall of Corypheus is a scripting task orders of magnitude more complex than what is done in the middle earth project. It will involve splitting the wardens, (the representation of the order itself is highly problematic) creating complete event chains for the mages and templars and whoever becomes cory's minions, also the alternate scenario if cory succeeds in any of the plot points.
For the sake of wanting to see this mod to even have a chance to not die in development, I am adamantly for skipping the events of all three games and only having start dates that are either pre-blight or post inquisition and let Clausewitz engine do its forte by letting political forces instead of heroic agency shape the course of the world. I say if we want to see the events of the games, then go play the DA games! this mod should have its focus as letting the player experience a player of the Orleasian "game" or a quarreling bann, or Marcher prince, not the hero.
