I've noticed some problems in civil wars, particularly with Depose Liege. If a Depose Liege war is going on, often it will cause counties or duchies to stay independent after the war is over, either those directly involved in the war or those involved in a parallel war against the previous liege.
I don't know if this problem has been reported before, but I have a problem with the buildings. When I try to upgrade the existing building the building just won't be upgraded. For example, my "small Siege workshop" will not be upgraded to "large Siege workshop" even though I have paid and wait for the construction time.
This only happens in one building in a few county, and so far, I only encountered that problem in two county, one in Holland and one in Sicily

In Ck2 you cannot as far as I can tell. In Ck1 it was a bit easier, though still not simple. I often saw the Papacy become a hereditary title held secondary to another Kingly title.How do you become the pope? I imagine that would be quite difficult.
