Event meneth.420 in events/PB_historical.txt deactivates and destroys k_spanish_galicia if it's titular and held by a character who also holds a non-titular kingdom.It seems the Kingdom of Galicia is impossible to refound if it is titular when it is destroyed. In fact, it seems to be permanently deactivated, since everybody's lost their claims on it and I can't even recreate it by console.

Don't the EMF titles for which this concern is applicable already have or = { has_holder = yes is_titular = no } in their allow sections, in addition to title_king_basic_allow? I think k_israel is one of the few that don't have it--though I could be mistaken, since I haven't gone through the file in a week or two.a) there are a lot of titular kingdoms in SWMH and vanilla which should never be created/usurped unless already de jure somehow (e.g., k_rum and 4000 friends) that currently use title_king_basic_allow to ensure that.
Well, I guess I'll add that to my next campaign. I thought it was funny, though, to see a zillion different triple dukes in Arabia and the ERE form their own titular kingdoms. (*wags finger at the Basileus* "That's what happens when you don't revoke the titles of your most powerful vassals!")b) titular kingdoms should not be formable while in vassalage to an emperor, or it violates the whole point of the IKC (Imperial Kingdom Creation) law, but this could be sort of fixed by simply requiring that the creator/usurper of the titular kingdom was independent (and not an emperor) in title_king_basic_allow.

Have you ensured that you're using ANSI encoding, rather than UTF-8? That could be causing problems.Don't mind the random "č" here and there, my game recognizes it as an "è".
Yes, it's ANSI. I'm just using Polish as the language of my keyboard, alt + 0232 with it becomes č. I guess the game reads the files by using English, so ANSI combinations still appear the right way. Besides, when I checked other titles from the base mod files (like the French localisation for Athens) this symbol was recognized in-game as an è, so it doesn't cause any problems.Have you ensured that you're using ANSI encoding, rather than UTF-8? Also, you seem to have accidentally commented out the top of b_ploermel without commenting out the rest, and that may have broken other items further down in the file.

From a functional standpoint, what the Culture groups does is to affect liege-vassal relationships on a character level and on a province level. If you add the Romanians to the Latin culture group, the Romanians would lose any positive relationship that they currently have with the Greeks and they would have with the South Slavs, if they were moved to that group. And said characters would in AI hands try to actively usurp titles from the few Romanian characters that we have added and they would try to actively convert Romanian provinces. To keep the Romanians a playable option it feels like they need to be in a culture group with some of their neighbours.
And if we look at real life examples, the Romanians did actually have quite cordial relationships with their Orthodox neighbours from the south bank of the Danube. (They had no relationship with Latins what so ever) They were much more stable alternatives to Nomad overlords from the Steppes, and brought in culture and technological development that was lost at the fall of the Roman Empire. And the South Slavs and the Byzzies didn't treat the Romanians as a hostile population either. Particularly the Bulgarians allied very closely with the Romanians, and without Vlach help the rebellion that lead to the establishment of the Second Bulgarian Empire would have failed.
