I have a little suggestion wich could be good.
Why don't you make individual planets as counties, solar systems as duchies, and regions into kingdoms. That you can maybe get more lore pushed in there, and the republic and sith empires etc. as either titular empires or de jure empires. (not sure if this has been suggested already, I just found this thread and am very excited for this)

I guess the way they have it with the regions is better than mine, but I think the republic should be titular more than de jure (since it later turns into the galactic empire). But either way whould work great I think, but then again I said it was only an idea.That is pretty much what they say it will be, apart from Sectors being k_ level and Regions being e_ level. I think regions work better at the e_ level because then you can have things like a Hutt Empire in Hutt Space, Revived Infinite Empire, etc. The Republic would likely represent the Core Region, with events that allow independent worlds or systems to join peacefully. The Sith (as well as Mandalorians) also have their own Region of the galaxy, and could use war and aggression to expand their domain. If we just divide the galaxy between Republic and Sith de jure e_ levels, I feel it would be very limiting in scope and not too accurate of the politics of the Era this mod will initially be set in. But it is a good thought though.

New Sith War era did have the Jedi as de facto rulers of the Republic(at least near the end).
The playable witch hunters techniclly arent actaully a theocracy but a custom feudal government.Warhammer Geheimnisnacht has playable Holy orders (the Witchhunters) so I guess it's possible to make theologies playable.

Maybe if Paradox made a trigger that let modders set a government as "considered theocracy for tax and levies" or something....
I was thinking, couldn't someone adapt the adoption thing from the elder scrolls mod, and just have that as the apprentices/padawans to possibly get around the kids and strict theology aspect(maybe give all jedi celibate?)
Some Sith had families at least in the lead up to the Ruusan Reformation; but that's sort of what helped cause the collapse of the Sith Empire(they liked to try to kill one another).Even better would be if they allowed for theocracies to be playable and customizeable, or at least let the theocracy group be playable, but block the vanilla theocracy government type if they still want to keep it closed.

Definitely Jedi should usually get the celibate trait, but perhaps some Sith should as well, as most of the Sith Lords also seem too focused on gaining power to have time to build a family. It seems that both the Jedi and Sith rejected romantic love: Jedi saw it as too attached, while Sith saw it as a weakness. Perhaps the Jedi and Sith could be religions of the Force similar to how the early Je'daii saw things: One in the middle that allows marriage and love i.e. Je'daii or Middle Way; one for the Jedi that focuses on the Light Side, and the Sith focusing on the Dark Side. I think it would be interesting to see a scenario where an Order breaks off from the Jedi following and more middle or balanced way. If these need would need God names, they could simply use the Canon the Father, the Daughter and the Son from the Clone Wars series.

Potentially Mandalore could even work under a tribal system, as they are also quite 'tribal' like with their Clan politics. Might be able to make some use out of the tribal system.
