Long story short, I'm testing public opinion for a mod that will drastically increase costs (definitely tech, possibly energy/mineral) so that the advent of empires spreading throughout the galaxy will take longer. While empires in various sci-fi universes have sprang up pretty much in an instant, it is often due to the discovery of precursor type technologies that jump (yump?) start said empire's expansion into the stars. I'm hoping for a slower, more measured unfolding of the game, which I think would produce a more compelling narrative.
To prevent boredom at the start, initial, costs for important technologies like colony ships or basic building unlocks will probably be increased less than later techs or even remain the same, so that there is something for the player to do instead of just staring at the tech accumulation ticking up.

From discussion, there are two ways that we can go about doing it:
1) Direct: Increasing tech (or anything else) costs
2) Indirect: Making it harder to build up income (energy/mineral/research) and easier to lose it. Reduction in research results in slower game progression.
