Inspiration: An idea that's been within my head for 2 1/2 or 3 years now; something I plan to make into a professional story someday, probably an anime/manga. (*GASP!* He's one of *THOSE* nerds...
)
Just bear with me people. It's a little fantastic, but I try to stay down-to-earth in most aspects.
Timeframe: ~(2010-2015?) - 2050+ (Currently undecided)
Alternate History: (Starts around 1999-2000) In the American 2000 election, the Democratic party wins the Presidency, as well a sizable section of the Legislature. (Note I did not say Al Gore won the Presidency - I'm trying to avoid heated political debate on what so-and-so would do wherever possible. Just some nameless Senator for now. Al retired or something.
)
The September 11th attacks take place historicaly, minus one important detail: the reaction. Led by the aformentioned President, the Democratic party and, thus, the United States takes a policy of appeasement and, to a mild degree, isolationism in the affiars of other nations. Following the reelection of the Democrats within the Executive and Legislature, this policy is strengthened even further. By the year 2008, when another Democrat is elected President, the United States' role on the global scene has become minor in comparison to what it once was. (Not to say it isn't still quite significant, but it isn't *as* significant as pre-2000 levels, and certainly nothing compared to real 2005.)
Russia's post-Soviet government is begining to look more and more familiar as her first democratic system begins to slowly fade. On the streets there is talk of rebellion in some areas while there is feverous nationalism in the hearts of others, but within both camps there is bitterness towards the prosperous Western Europeans and United States, who continue to grow while Russia teeters on the brink of economic and political collapse.
Meanwhile, the European Union has come closer and closer to unification - with the adoption of the Euro as Europe's sole currency in 2002, it was only a matter of time before steps were taken for further political unification as well. These steps came to an apex around the begining of the scenario (making it somewhere between 2010 and 2015) in a historic summit to discuss the further unification of Europe into one political unit. This summit was not historic for what was discussed within it, but for what others used it for...

Ever since the September 11th attacks, the (stereotypical conservative and interventionalist
) military leaders of Europe have grumbled about the continuing weakening state of world affairs and Europe's place within it. No-one knows when it started, but within a few years there were talks of staging a coup of Europe. Although no action was taken at first, soon there were actual plans being made for siezing power, starting as hypothetical, "what if" situations and gradually evolving into fully formed plans that simply waited for the perfect time to be implemented. This effort was led by the German military leaders, most of which longed for the "old days" of German military and political significance on the world scene, although most other EU leaders, such as France, Austria and Spain, had the same nostalgic attitude, longing for their country's past prestige and power to return.
During the European Union summit, the military struck. Within minutes of eachother, every major city within Europe had fallen. There were loyalists who remained on the site of existing governments, but they were quickly swept aside or driven underground by the majority of the soldiery who simply followed the orders of their superiors.
Europe had fallen.
Planned "Main" Storyline:
The concern of legitimacy in the eyes of other world governments and, perhaps more importantly, the people of Europe and the world had not been a concern to the majority of the coup leaders. There was one, though, who was concerned: Victor (von Pfalz?). Whether the concern of this physically disabled former assassin was real or simply a quest for greater personal power is uncertain, but what is certain is that it would change the fate of the world forever.
Victor had managed to secure the position of leader of the coup forces in Brussels, HQ of the European Union and the place where the summit was being held. Leaving the securing of the rest of the city to his aide, Victor personally went to the leaders of the European Union, all of whom were at the summit, and managed to convince them to sign a treaty handing over their respective governments to the coup leaders as a council, himself presiding over the council.
With the threat of other world governments intervening on the behalf of the new "legitimate" government of Europe, along with Victor having the support of the soldiery of Europe due to his lower rank in the old military than most of the coup leaders (a lower-middle officer rank), the leaders of the coup had little choice but to submit to Victor's government plan. They ignored the limits on their powers though, and abused them often for personal pleasure. It is thus that the Second Coup of Europe took place within a matter of years. In the Second Coup, Victor arrested the majority of the council members and, with the support of the people of Europe due to his removing of their abusers, proclaimed himself Emperor of Europe.
During the years to follow, Victor consolidated his power, giving absolute power to the Imperial title. He granted the people democratic power over their laws, but any and all laws could be overruled by the Emperor with ease. This power was rarely used during Victor's long reign, contributing to a form of "Democratic Absolute Monarchy".
The event that ended Victor's consolidation of power was the collapse of Russia from within. Divided between supporters of the government, many of whom longed for the Soviet days of glory, and supporters of a more democratic form of governement, Russia began to fall apart.
This hole in the worlds' spheres of influence caused Victor to strike: within a matter of months, the whole of non-Russian Europe that had escaped the EU's demise had fallen. This prompted a response from the United States, at the time under a less isolationist President. The US issued an ultimatum: grant independence to the conquered countries, or the United States would declare war.
He had to act fast: Even though it was a strong state militarily, Europe couldn't contend with the United States nuclear arsenal if they decided to use it. He thus struck the collapsing Russia, siezing all of their nuclear weapons while they were in chaos in a lightning-fast move. Their major cities remained untouched for weeks while Western European tanks rolled across Russia's vast territories, capturing silos and airbases. Thankfully for Victor, the Russian military was in chaos, and no orders to launch were given.
Victor then issued the Total War Proclamation, which stated that any country that declared war upon the Imperium of Man (first called this within the proclamation) would be fought by the Imperium until either nation ceased to exist, regardless of any offer made by the agressor or any losses suffered by the Imperium.
The United States backed down.
