As there are work arounds for playing as pagans, the one major problem that has arisen with this experience is that unlike everybody else, pagans do not get holy war CBs against characters from different religions. As everyone else gets these CBs against pagans it becomes a major balance issue. In particular since christian heresies get such CBs there is no rationale for pagans not to have a CB that at least functions equilantly to the holy war claim duchy even if the flavor text gives a nonreligious explanation for it.

There is a rationale. Pagans start with more than twice as much troops than christians due to culture-specific buildings to make them last for a bit and not get gobbled up right from the start.
If they all had a Holy War CB available they would most likely take over all of Skandinavia and parts of the baltic.
In fact, giving them the Holy War CB would be a major balance issue.

If you insist on doing that still, you just have to delete the line "NOT = { religion_group = pagan_group }" from the religious CB in cb_types.txt.

Then all of the northern pagans would be conquered a decade into the game. They're there for a reason.

Now, everyone is free to mod the game to his liking, which is why I answered the question even though I think actually doing that is a bad idea.
I just urge people wanting to mod something to not immediately do it, but take a step back and think about why something is the way it is. There may actually be a good reason.

One thing you could do is dramatically lower supply in pagan territories so that invading troops lose TONS of people just to harsh conditions/lack of food. This would also make seiges of pagan lands BRUTAL because of how many troops you lose.

The other thing would be that the Pagan's shouldn't have Holy War CB's per se, but they should have some kind of Reclaim Lost Pagan Land CB instead. the pagan's weren't unified like the muslims or christians so there was no central order saying "kill all the christians/muslims" so a Holy War doesn't make sense. What does make sense is for the Pagans to try and reclaim the land that is gobbled up by Catholics so that it doesn't just become a big "land grab at your leisure" area. The Pagans would fight back...

but then again if the Pagans send their troops out of their lands, then every smart catholic surrounding them would declare war and gobble up the defenseless lands.

Let's be honest, it sucks being a Pagain in a Catholic world :D


Summary: Lower supply limits in pagan lands by a lot so attacking them is costly not because of enemy troops but because they have crappy lands.


edit: Looking at OP it appears his issue is that you can play as pagans but it sucks because you can't do anything. Make a new religious group "Aggressive Pagans" as a subset of of Pagans that lets you declare Holy War against non-pagans.

My point was not that pagans would necessarily have an actual religious grounds for going to war per se, but that them being able to turnabout the claim duchy mechanic/functionality of that CB would be fair play.
