I am sorry that I have to waste your time with this question, since it should probably be easy for me to find out on my own, but I have spend quite some time figuring it out with no luck, so:

In what file is the size and placement of a country's armies defined?

I.E.: someone complained, that Denmark starts with too few ships - where would you go to change the size of that fleet, and maybe place it in some other harbour?

It is governed by an initialization routine that occurs at setup, so it's not something you have direct control over. Once you have the full version of the game, the easiest method would be to launch a game at the desired date, then save it without unpausing. Then exit and edit the save game file. This allows you to define exactly the size and placement of every single unit in the world. Then load your edited save and play. You can't do this with the demo as the save and load features are disabled.
