[Mod] Orbital Bombardment Fixes & Deadly Orbital Bombardment

This simple mod fixes the pop death (per month) probabilities when the planet is bombarded. Instead of the 5%, 10% and 15% chances for light, limited and full bombardment respectively, the chances were 2%, 4% and 6%. Now, the description matches the mechanics.

Deadly Orbital Bombardment expands upon the idea and makes the bombardment, well, more deadly. The new outcomes are:

Light:
  • 10% pop death (only if fortifications are still present, as in vanilla)
  • 20% building ruined (only if fortifications are still present, as in vanilla)
Limited:
  • 25% pop death
  • 33% building ruined
  • 2% a tile blocker is created
Full:
  • 50% pop death
  • 80% building ruined
  • 8% a tile blocker is created
I would like to upload those mods to Workshop, but for some reason Mod Tools are not loading for me :|

I am afraid that would take some extensive UI edits to add a new button (and I don't think that a new button can even be given functionality) :(

However, if it's possible to change a planet class (and it should be), I suppose I could set it that after a year or more of full bomabrdment it will/can turn into a tomb world.

If an infected bombarded planet can turn into its previous form then it stands to reason we can bombard a planet to the nuked form as well.
Just need to figure it out.

The planet turns into infected because of the swarm infantry. Then why don't we created nukes in the form of infantry that can make a planet nuked?
Or something along those lines.

It'd be great to have the option to utterly ruin a world (turn it into a Tomb world).

There just needs to be three important things in place as well.

Firstly almost all ethos/personality empires should strongly disapprove and take a really long time to forget, if you frequently do something like that it should make you a pariah. It should probably be limited to fanatic Xenophobes and/or Militarists, but even those would still disapprove of others doing it (less though).

Secondly your own pops need to react to it (lose happiness I suppose) if they are not either strongly militarist or xenophobe.

Thirdly it should be possible to reverse the process, by terraforming it. Possibly to a Toxic world, and then from there to another class. It doesn't have to be worth it, just possible.
That part could be handled by a mod focused on terraforming though.

Tomb worlds are an inhabitable, terraformable class, whereas Toxic and Barren worlds are not.

I am actually thinking that an elegant way to do it would be to add an edict that only appears when having full bombardment policy and when at war (possibly when losing for non-militarist/xenophobic empires) that when selected allows for bombing the planets into tomb worlds when bombardment set to full. That being said, I am quite busy with a different, bigger mod (namely, LEGoS) - it might be included there later.
