Dev Diary 1: Scope and Ethos
Hey y’all,
Been a bit dark for a while, and I apologize. The project hasn’t been abandoned; rather plenty of planning and work has been going on behind the scenes. First off, I’d like to introduce a new member of the team (I guess this is a team now),
Yard1PL. He’s been doing some good stuff, revamping icons, working on new vassal code, and otherwise being a great co-creator.
So, I’d like to discuss what we’ve been planning for the first real release.

Base Governments
The vision for base governments has been expanded. In addition to collectivist/individualist governments, fanatical collectivist/individualist governments will are being added, with some of the proposed individualist/collectivist governments being moved into these sets. This is in part to expand variety, and also to allow fanaticism in this axis to have a similar impact that it does in vanilla selection. The number of base governments will be up to 27 governments, which is a fair number, but definitely possible to handle.
As previously stated, the plan is still to ensure that each of these governments has a unique mechanic to play with. Star Kingdoms will rely on vassals rather than sectors. Direct Democracies will have to get their pops to approve policy changes. A Divine Mandate can attempt to engage in holy communion, in order to gain insight from the divine.

Advanced Governments
In addition to the direct upgrade style governments from vanilla, new advanced governments will be based on ethos combinations. This will bring the count up to 60 advanced governments, which we feel is ambitious but eminently doable. For the most part, they’ll use one of the base government unique mechanics with a twist. The Chosen Protectorate (Individualist/Spiritualist Autocracy) will use a version of the Divine Mandate special, while the Consensus Democracy (Collectivist/Pacifist Democracy) will use a version of the Direct Democracy special. This way, we can ensure that each government feels unique while maintaining a reasonable plan.
Dynamic Government Reform
Rather than having a reform button, governmental reform will be a process that requires a time investment. Researching Galactic Administration will unlock the governmental reform edict, which will initiate a westernization style event chain. At the end of said chain, you’ll have the option of selecting your desired government.
Ethos
In order to expand the government selection, we’ve had to more narrowly clarify what each ethos means. That includes narrowing down the color palette and moving a few governments around. Direct Democracy, for example, was moved to be an individualist government. It will be replaced in the materialist democracy slot by the Managed Democracy, which we feel better meshes with the technocratic ideas emphasized by the materialist ethos.
