would you consider ethics based variants?
like a theocratic corporatist government for spiritualist empires, or neo-serfdom corporatism with a king as the moderator party?
for other types of democratic corporatism it'd probably just be a cosmetic different so need for different types there? but not all historical calls for corporatism have been democratic after all, or atleast seen democracy as for the other branches of government not the executive/moderator branch

Dev Diary 1: Scope and Ethos

Hey y’all,

Been a bit dark for a while, and I apologize. The project hasn’t been abandoned; rather plenty of planning and work has been going on behind the scenes. First off, I’d like to introduce a new member of the team (I guess this is a team now), Yard1PL. He’s been doing some good stuff, revamping icons, working on new vassal code, and otherwise being a great co-creator.

So, I’d like to discuss what we’ve been planning for the first real release.

Base Governments

The vision for base governments has been expanded. In addition to collectivist/individualist governments, fanatical collectivist/individualist governments will are being added, with some of the proposed individualist/collectivist governments being moved into these sets. This is in part to expand variety, and also to allow fanaticism in this axis to have a similar impact that it does in vanilla selection. The number of base governments will be up to 27 governments, which is a fair number, but definitely possible to handle.

As previously stated, the plan is still to ensure that each of these governments has a unique mechanic to play with. Star Kingdoms will rely on vassals rather than sectors. Direct Democracies will have to get their pops to approve policy changes. A Divine Mandate can attempt to engage in holy communion, in order to gain insight from the divine.

Advanced Governments

In addition to the direct upgrade style governments from vanilla, new advanced governments will be based on ethos combinations. This will bring the count up to 60 advanced governments, which we feel is ambitious but eminently doable. For the most part, they’ll use one of the base government unique mechanics with a twist. The Chosen Protectorate (Individualist/Spiritualist Autocracy) will use a version of the Divine Mandate special, while the Consensus Democracy (Collectivist/Pacifist Democracy) will use a version of the Direct Democracy special. This way, we can ensure that each government feels unique while maintaining a reasonable plan.

Dynamic Government Reform

Rather than having a reform button, governmental reform will be a process that requires a time investment. Researching Galactic Administration will unlock the governmental reform edict, which will initiate a westernization style event chain. At the end of said chain, you’ll have the option of selecting your desired government.

Ethos

In order to expand the government selection, we’ve had to more narrowly clarify what each ethos means. That includes narrowing down the color palette and moving a few governments around. Direct Democracy, for example, was moved to be an individualist government. It will be replaced in the materialist democracy slot by the Managed Democracy, which we feel better meshes with the technocratic ideas emphasized by the materialist ethos.

Dev Diary 2: Unique Mechanics – Direct Vote and Divine Communion

Hey guys,

Work is well under way on the mod, and we have some exciting stuff to show you. As stated in the previous Dev Diary, governments will have unique mechanics that will give each of them an unique feel and playstyle – because let’s face it, right now the governments are bonuses that add to some number or the other. We aim to change that with LEGoS. In this Dev Diary, we will present the two unique mechanics that are nearing completion already – Direct Vote and Divine Communion.

Direct Vote

Direct Vote is the unique mechanic of the Direct Democracy government – though it won’t mean it will be only used by it. Some advanced governments, like the Consensus Democracy (Collectivist/Pacifist Democracy) will use a modified version of this mechanic.

Put simple, Direct Democracies will now need the approval of their pops when a policy is changed, a war is declared or a federation is joined.

For example, the player can change the policies as usual, but just after the change each of the pops in the empire will vote for or against, based on their ethos and happiness – unhappy pops will oppose the government, and some policies will need higher happiness threshold – it will be easier to change the First Contact stance than to legalize slavery. The ethos will play a big role – for example, Individualist and Pacifist pops will be way more eager to support a ban on purges, while Collectivists and Militarists will be opposed to such change.

In general, militarist and xenophobic pops will be in favor of wars, while pacifist and xenophile pops will be against. However, the war goals, relations, threat and the attitude of the target country will also hugely influence the pops. The same goes for federations – pops will be more likely to allow their country to join one if surrounded by enemies.

However, if a vote goes badly, the player may have an option to "demand a recount" - but that won't be cheap, and may have far reaching consequences.

Divine Communion

Divine Communion is the unique mechanic of the Divine Mandate government – but, just as in case of Direct Vote, it will be used by other Advanced Governments in a modified form.

Every few years, the country will get a possibility (an edict with a duration of one day to simulate the decisions from other PDX games) to communicate with the divine through a prophet for a small influence cost. The outcomes are varied – increased production on a planet, boosts to empire-wide energy production – just to name a few.

The player will usually be able to make a decision which will influence the outcome. There is also a possibility of some small quest chains occurring, which will grant unique rewards. However, the prophecies are not always correct, which might mean the outcome will be different from expected. And sometimes, the expected outcome might not be positive at all…

That is brilliant! I like the direction this mod is moving a lot.

In fact, I am planning to start an ethics/government overhaul mod of my own and I want to ask if I could borrow your assets (with all due credits fo course)? I am primarily interested in government types and icons. I'd happily join your team (since the direction I want to move is pretty similar to LEGOS) but some of the core principles seem to differ.
