I didn't play it, i dont have my pc right now. I just wanted to share few of my ideas. To be honest, few years ago i also wanted to create such mod, but im lazy guy so after making some traits and not-so-accurate map i stopped it.

About traits, on agot mod forum i found traits templates, shields etc. if you are interested search for them, it will definitely make creating traits faster and better.

About portraits, you can connect portraits changes to traits, its like character is for example scarred and you can see that scar on portrait. Of course i dont know how to do it ;) maybe look at those traits? there might be some line that makes it possible.

At the end, about my ideas:
- Jutsu as artifacts are for me the best way to implent them. There are a lot of them, too much for traits and decision options. Also you could add some requirements for them, for example: to use Haiken you need to have Byakugan trait (i saw such mechanism in Elder Kings, but its definitely in vanilla too)
- Jinchuuriki-Bijuu like Raider-Dragon from agot. It would give character Jinchuuriki trait and give Bijuu to its friend list. I dont know how to write such mechanism, maybe agot team lets you use it, if you ask. Also decision to unleash Bijuu powers, event for training. To be honest it should be personalized for every Bijuu, they are totally different.
- Kinslaying for Uchiha evolves their Sharingan. It would be cool if there were a lot of Dojutsu events. Awakening in battle, when seeing death etc. Taking someone eyes to make characters like Kakashi or Ao. Mangekyou makes you blind after (...) years, you need to steal someone else mangekyou to get eternal. I saw somewhere that Kishimioto said that child of Uchiha and Hyuuga would have both sharingan and byakugan.
- Taijutsu, ninjutsu etc. as leveled traits. Avatar mod have such mechanism in its bending, you have like 5 levels i think. In Naruto it could be ranks, Ninjutsu C, Ninjutsu B etc. it would give bonuses to martial, combat etc. maybe something like Chakra amount trait? Uzumaki's and other kekkei-genkai clans would have bigger chances to get bigger chakra amount trait.
- Combat system, if you have cool techniques you need cool combat to use them, maybe something like agot mod have but in Naruto version, maybe decisions to use different abilities (chances are calculated according to your rank)
- I think best timeline would be - Creation on Villages. There would be awesome kages ;) etc. at those times bijuus were roaming free, so it would be just like you want. Times before that are totally unknown to be honest, we know nothing about world back then.
- Jonin, Chunin, Genin used as ranks not titles. I dont really know how it would work, but there would be a lot of ranks to give to courtiers. Maybe dont implent ninja ranks? Making Genin as Baron, Chunin as Count and Jonin as Duke would be bad, they are not leaders but soldiers. Maybe just call title owner - Leader? Clan Leader? something like that.

Maybe i could help you in creating this mod, but definitely not right now.
Also thought about doing this years ago. Respond to your points just for vague mod theory crafting:

- Jutsus as artifacts would be very cumbersome, you would bloat the actual artifact list hugely. Also an artifact is an entire scope object of its own, all you really need for a jutsu is a character flag defining what it is and then a tooltip somewhere showing the ones you have.
- Again, very cumbersome. The tailed beasts were not something that existed as a separate entity (most of the time) they had to be sealed into someone. So having it just be represented by a trait would be fine, combined with them not growing in strength really like dragons do or having lots of variable personalities (there are just the nine with the same personalities). And for when they are a separate entity they do not bond with a human like a dragon does, they just get sealed, so just show unsealed tailed beasts as being characters or maybe only through text and an icon.
- Would be super cool to have them as traits that evolve by tying them into lots of other events. Also get them to override the portrait.
- That would give every character an extra 1-4ish traits, not exactly ideal but also not entirely sure a better way of showing it. One could easily be a hijack of the personal combat skill (taijutus would fit into that easily) then that leaves the maybe lumping all ninjutsu into one trait and just have genjutsu etc. be included in that one.
- I would suggest a system where you lock in say 4 (cause that is the event option limit unless you do cycling options) jutsus that you use in battles and then have those be usable in duels. Otherwise you end up with a giant menu of suffering to loop through constantly.
- Creation of Villages would definitely be the best time line, can show the founding of the various villages, the feudal rulers that existed, tailed beasts etc.
- Definitely do not use Jonin etc. as title tiers. That really doesn't make sense as they are not landed rulers at all like that. I drafted up an idea for this ages ago to have the landed rulers all be normal feudal rulers like Daiymos in the canon and represent ninja villages as landless titles which can gain land and have a main base of operation. Then you can have the Jonins etc. be handled through a scripted system relative to the landless titles and not tie them to being different tiers, could even make them have their own landless titles so they are still playable (would only do that for the clan heads/important people in a village though so as to not bloat it).

- Jutsu - lets be honest, having them as character flags or just some list would definitely destroy fun from having them. What would it be? just some words on a list, having them as objects with picture, description and bonuses is just cool! Maybe just not creating as many would make it better and clearer. Maybe like 10max for element or sth like that.
- Dunno if we watched the same show, but Bijuu's are totally different from each other. They all hate people, but compare Kurama and Son Goku, 9-tails was asshole while 4-tails was nice guy :D also just like with jutsu's, having bijuu's as traits would make it unfun. They are the strongest beings/weapons in the world, they should be manifested in the world as characters, not juz as mere traits. The tailed beast existed as a separate entity! they were roaming free until sealed, after war they are again free ALSO they do bond with a human. Naruto - Kurama, Gyuki - Killer Bee, Shukaku - monk dude and later Gaara.
- With Holy Fury ck2 ui will be bigger, so having more traits shouldnt be a problem
- I dont really get Daiymos in Naruto. They are rulers of lands, but its Kage that does everything, and they do whatever they want. When Hashirama was creating village he didn't ask daiymo for permission. Kages wield true power in lands and their village looks like capital for countries. Making kages kings and daiymos emperors? maybe making daiymos landless title owners, dunno. That's the part of Naruto i really dont like... useless daiymos.
- Not really, the fun is not some weird picture trying to represent them and a flavour text, it is actually being able to use them. Having them clogging up the artifact list is not fun, nor is limiting it to just 10 per element.
- That is exactly my point, did you read what I wrote, I might have worded it a bit poorly? They each have a distinct personality, so why make an entire system for having them as dynamically generated characters with dynamic personality combinations when they all have a distinct personality that does not evolve to be totally different like the dragons. They should only be characters when they are not sealed into someone. Having them as traits would in no way make them less fun to use, making them be a character all the time does not make them any more interesting you would still have no extra need to interact with them as they are sealed into someone and cannot act on their own anyway. When they are not sealed yes make them characters, I have already said that. You are just making this extra cumbersome for the sake of it, using the dragon system provides no upsides for a limited quantity and defined personality set of beings, trust me I have worked with the dragon system and it makes no sense to apply this to such specific creatures.
- Will definitely still be a problem on top of all the normal traits if you add too many more.
- Just make it a separate system, have the Daimyos be some of the landed, and before the founding of the villages have the clans be the other part. Simple usage of the title system.
