I had some stupid problems with it for the last few hours, but finally got it sorted, so now I'm scripting away again at a decent pace!

I thought it was just the Carstein ring, although the last Vampire book I had was from 5th edition so I might be a bit off.
I don't think it's explicitly named in newer editions (that I recall). However, it's pretty well established that there is no place In the old world called Carstein, so it so it seems silly to not use the whole dynasty name for the ring. The other option we have, which is probably better IMHO, is to call it the Ring of Vashanesh.

A very intricate and awesome set of events. Liking it.
Just one concern I have is in relation to that Imprison/Banish him system once he accuses your leader of heresy and your independent. Is there a chance of it failing? Because it seems overpowered. Sure I get a raise in my suspicion levels, but I could probably lower that down or that my level is so low that it will be insignificant. So essentially just imprisoning him/banishing him is effectively a get out of jail card. If there is a chance tied to it, can it be tied to his martial trait? Witch Hunters don't go quietly, and the more experienced they are, the more likely the player is going to fail and end up on the stake!
Is it possible that Nurgle's Rot could lead to a chance of a Plaguebearer revolt?
I'm pretty sure that's precicely what it's called in the RPG source books at least.

Perhaps, for the sake of the ruler designer you could add cultist traits that the player could select and then in the first ticks of the game an event will pop up, clear the trait, and add the flag.No, you'd have to event-cheat your way to that in-game, typing "event cultist.5" or whatever it is that gives you the choice to turn to one of the chaos gods.
Hidden cultists are based on character flags, so that wouldn't work with the ruler designer.
Edit: If you give yourself certain traits in the ruler designer however, pleasing to the Chaos god of your choice, the event should pop up within a couple of years.
